The realisation of the European Union project began with six countries (Belgium, France, Germany, Italy, Luxembourg and the Netherlands) forming the European Coal and Steel Community for heavy industry in 1951. The EU was officially established in 1992 with the Maastricht Agreement. The EU has emerged as a geopolitical structure. The idea of the EU was developed during the Cold War and was intended to serve under the circumstances of the time. At its inception, the EU was expected to serve two purposes. The first was to bring together Germany and France and to establish a federation which would lessen the likelihood of another war. The other was to form a point of resistance which would prevent the influence of the USSR on western Europe and later to facilitate the re-entry and integration of eastern Europe with the west.
