SAUDI MINISTRY OF CULTURE AND INFORMATION DIVIDED

Mustafa AY – TDO – 03.06.2018 On Saturday, Saudi administration separated Ministry of Culture from Ministry of Information. To be able to put the regulation for establishment of Ministry of Culture into effect, Crown Prince Muhammed bin Salman released a royal decree. According to Riyadh administration, Ministry of Culture will be governed by minister, bureaucrats and experts who have certain qualifications in the realm of culture, art and tourism. The royal attempt to create fully ‘independent’ ministry is accepted as one of the reforms of institutional modernization which Crown Prince Muhammed bin Salman commenced with very first days of his father’s reign. Even if Riyadh administration underlied the issue of that Ministry of Culture will be independent executive body, which certain merit-owner bureaucrats and experts will be in charge, it is not independent. Because Prince Muhammed bin Salman brought Prince Badr bin Abdullah bin Farhan to the head of ministry with royal decree. In this case, Saudi Arabia failed in its initiative on creating independent governmental institution since they didn’t appoint one who is away from royal family and have certain qualifications, professionalism and specialization in the real of culture, tourism, art and so on. Prince Badr became well-known royal member when he bought Leonardo da Vinci’s painting of Salvador Munti in exchange for 450.3 million dollars in 2017.
