İlknur Şebnem Öztemel-TDO-Igor Lebedev from nationalist LDPR party and a border member of Russian Football Union requested to create rules for what he calls "draka," the Russian word for "fight”,foresee a game-like fight played by 20 fighters on each side, in an arena, between fans of rival football teams.
Lebedev argued that organized brawls could turn fans aggression in a peaceful direction and it might draw thousands of additional audiences. Also, he said "Russia would be a pioneer in a new sport". Additionally, he gave the example of football match between a Russian and a British team, ended with massive affray and numerous wounded people. He said "English fans arrive, for example, and start picking fights. And they get the answer — challenge accepted. A meeting in a stadium at a set time."
Besides, Lebedev is a longtime associate of fan leader Alexander Shprygin who was deported from France last year following the Marseille violence.
Regardless of how his proposal seems ‘’dangerous ‘’ and ‘’ threatening’’, he insisted that there is no security threat for foreign fans at the upcomingWorld Cup. He said "We've taken all the safety measures, modernized legislation. Not a single tourist has any reason to fear travelling to our country in the summer of 2018 ".
