İlknur Şebnem Öztemel-TDO-Russia casted its seventh veto to protect the Syrian government from United Nations Security Council action, blocking a bid by Western powers to impose sanctions over accusations of chemical weapons attacks during the six-year Syrian conflict. Nine member states including England, France and USA voted in favor of the resolution while Bolivia rejected it and Egypt, Ethiopia and Kazakhstan abstained. Russia and China vetoed the resolution.
Like the previous vote about Syria, American and Russian representatives had logomachies after voting. American Ambassador to UN, Nikki Haley told to council as "For my friends in Russia, this resolution is very appropriate ". She added "It is a sad day on the Security Council when members start making excuses for other member states killing their own people. The world is definitely a more dangerous place ". In response to her Russian Deputy Ambassador to UN, Vladimir Safronkov, described statements as ‘’outrageous’’ and said God would Judge them. Also, he said "Today's clash or confrontation is not a result of our negative vote. It is a result of the fact that you decided on provocation while you knew well ahead of time our position ". By the way, Russian President Vladimir Putin Russian defined the draft resolution as "totally inappropriate ".
The resolution was drafted considering investigation conducted by U.N. and the Organization for the Prohibition of Chemical Weapons (OPCW). It has been reported that Syrian government forces were responsible for three chlorine gas attacks and that Islamic State militants had used mustard gas.
