İlknur Şebnem Öztemel-26.07.2017- New French President, Emmanuel Macron, showed that the real language of diplomacy was French. Macron convenes face-to-face talks in Europe between the leaders of the rival Libyan factions in an attempt to bring peace and political stability to the country.

Macron argued that Hollande government’s decision to involve in efforts to overthrown Muammar Gaddafi in 2011 was a mistake and mentioned that he desires to be broker in Libyan peace process.

After the Arab Spring and coalition intervention to the country, now there is a divided Libya betweeen UN-backed government of National Accord in the leadership of Fayez al-Sarraj, in the west and so-called Libyan National Army leaded by Khalifa Haftari, in the east. 

There were numerous tries to bring the two together in order to have a stable and united country.  Previously, a meeting was set in Cairo but Hafter refused to meet with Sarraj at the time. They had another chance on Tuesday as all sides meet in The United Emirates (UEA).

Regardless of the history, it seems US and other European powers leaved the scene and forced Italy to took responsibility of chaos in the country. Meanwhile, thousands of refugees try to survive violent waves of Mediterrenean with boats as European doors are closed for them.

Before the meeting, Macron said the challenge was to create a stable state capable of responding to the fundamental needs of the Libyan people, as well as the creation of a regular united army under the control of a civil power. He added these developments were necessary to control Libyan territory and its frontiers so as to defeat smuggling networks and see a return to normality.

Macron’s willingness to solve this problem can be understood as he has just invited World leaders to discuss matters of the Paris Climate Aggrement agains during G20 meetings in Hamburg.
